Getting a CCW in Oregon (2026)
Requirements, costs, and steps for a Oregon concealed carry permit · Updated October 18, 2026 · Not legal advice
This guide is general legal information, not individualized legal advice. Rules change; verify every step with your county sheriff and the Oregon State Police before you apply. Prepared 2026-10-16.
Quick facts
Drawn from the site's live reciprocity data (ccw.workmanfirearms.com/data/reciprocity.json, retrieved 2026-10-16):
- Permit type: Shall-issue — Concealed Handgun License (CHL) under ORS 166.291, issued by the sheriff of your county.
- Constitutional carry: No. Carrying a handgun concealed requires a CHL (ORS 166.250). Open carry is legal statewide, but ORS 166.173 lets cities/counties regulate loaded open carry — Portland/Multnomah restrict loaded open carry to CHL holders.
- Minimum age: 21 (ORS 166.291(1)(b)).
- Duty to inform: No proactive duty; a CHL holder must carry the license whenever carrying a concealed handgun (ORS 166.292(1)–(2)).
- Open carry: Legal (unloaded in Portland/Multnomah without a CHL); concealed carry requires the CHL.
Who can apply
Under ORS 166.291 (accessed 2026-10-16), the sheriff shall issue to an applicant who:
- Is a citizen of the United States or a legal resident noncitizen (the latter must have lived in the county for the prior 6 months and declare in writing the intent to become a U.S. citizen);
- Is 21 years of age or older;
- Is an Oregon resident (or has a compelling business/other reason related to protection of self or property in Oregon — out-of-state licenses are NOT recognized; a non-resident may obtain an Oregon CHL by applying to any sheriff);
- Is not disqualified under ORS 166.291(1) (felonies, misdemeanor convictions involving violence/within look-back, mental-health commitments under ORS 426.130, etc.);
- Is not free on any form of pretrial release for an offense (a statutory disqualifier);
- Provides evidence of handgun competency (below) and passes the county's process.
Note: sheriffs commonly deny based on outstanding warrants, active protective orders, or pending charges — check county practice.
Step-by-step application process
Issuing authority: county sheriff (any county; many non-residents apply to sheriffs with liberal policies).
- Complete a handgun safety course (in-person or online from an approved provider — counties list approved providers) and keep the certificate.
- Book the county's application appointment — many counties use online scheduling (e.g., Permitium); bring the certificate and photo ID.
- Pay the fee and get fingerprinted (electronic fingerprinting).
- The sheriff runs state (LES/OSP) and federal (NICS) checks.
- Receive the license — the sheriff must approve or deny within 45 days (ORS 166.292(1)).
Costs
From ORS 166.291(5)(a) (current text, oregon.public.law, accessed 2026-10-16) and county pages:
- Initial license: $115 statutory total — $15 to the Oregon State Police for the fingerprint check + $100 to the sheriff.
- Renewal: $75; duplicate: $15.
- Some counties add local administrative fees (e.g., Washington County posts a $115 total) — confirm with your sheriff.
- Training: set by the provider (online courses commonly $50–$100).
Training requirement
Yes — evidence of competency with a handgun (ORS 166.291(1)(f) — statutory list, accessed 2026-10-16): any one of
- An NRA firearms safety/training course;
- A law-enforcement firearms training course;
- A hunter-education/safety course approved by the Oregon Department of Fish and Wildlife or a similar agency;
- An equivalent course from an approved provider (many counties accept Oregon-certified online courses);
- Current/previous military service or law-enforcement experience with firearms qualification (DD-214, etc.).
There is no mandated hour count or live-fire minimum — the statutory competency list controls.
Timeline & renewal
- Processing: the sheriff has 45 days to issue or deny (ORS 166.292(1); many counties issue sooner).
- Validity: 4 years from issuance (ORS 166.292(4)).
- Renewal: renew with the sheriff (in person or online per county); renewal requires a new application and the renewal fee (ORS 166.295).
