Quick facts
Drawn from the site's live reciprocity data (ccw.workmanfirearms.com/data/reciprocity.json, retrieved 2026-10-16):
- Permit type: Optional Self-Defense Act (SDA) license under 21 O.S. § 1290.1 et seq., issued by the OSBI (applications via county sheriff).
- Constitutional carry: Yes — since November 1, 2019 (HB 2597), an eligible person 21+ (18–20 for a member or veteran of the U.S. Armed Forces, Reserves, or National Guard, or honorably discharged — 21 O.S. § 1290.9(3)(b)) may carry without a license (21 O.S. § 1272, as amended by HB 2597).
- Minimum age: 21 for permitless carry (18–20 for a member or veteran of the U.S. Armed Forces, Reserves, or National Guard, or honorably discharged — 21 O.S. § 1290.9(3)(b)); same for the SDA license. Federal law requires 21 to buy a handgun from an FFL.
- Duty to inform: No proactive duty — but if a law enforcement officer demands, you must identify that you are carrying (21 O.S. § 1290.8(D)); carry your license/ID and display on demand (§ 1290.8(C)).
- Open carry: Legal without a license (open or concealed, subject to prohibited places).
Who can apply
Under 21 O.S. § 1290.9 (accessed 2026-10-16), the OSBI shall issue to an applicant who:
- Is at least 21 (18–20 if a member or veteran of the U.S. Armed Forces, Reserves, or National Guard, or honorably discharged — § 1290.9(3)(b));
- Is a U.S. citizen or lawful permanent resident per statute and an Oklahoma resident (21 O.S. § 1290.9);
- Is not disqualified under § 1290.9 (felonies, violent misdemeanors within look-backs, drug offenses, mental-health adjudications, protective orders, military discharge conditions, etc.);
- Provides proof of training (or exemption certificate — see below) completed within the prior 3 years;
- Submits fingerprints and the fee.
Step-by-step application process
Issuing authority: Oklahoma State Bureau of Investigation (applications via county sheriff's office).
- Complete a certified SDA firearms training course (or obtain an exemption certificate, e.g., military DD-214, prior training) — completed within 3 years of application.
- Go to the county sheriff — complete the application, get fingerprinted, and pay the local fingerprint fee (~$25).
- The sheriff forwards the application to OSBI with fingerprints.
- OSBI runs state and federal background checks and issues or denies (denials include reasons; appealable).
- Receive the license by mail.
Costs
From 21 O.S. § 1290.12 (processing fee) and the OSBI fee schedule (accessed 2026-10-16):
- 5-year license: $100 (new); renewal: $85.
- 10-year license: $200 (new); renewal: $170.
- Sheriff fingerprint fee: ~$25 (local).
- Replacement: $15 (21 O.S. § 1290.21).
- Training: set by the instructor (commonly $50–$100); exemptions (military, prior LE training, etc.) are free.
Training requirement
Yes, for the SDA license — a certified 8-hour SDA training course (21 O.S. § 1290.14; designed to be completed within an eight-hour period — curriculum set by CLEET/OSBI rules: gun safety, Oklahoma law, live fire) or an exemption certificate for active/retired military, honorably discharged veterans, prior law-enforcement training, and other statutory categories (21 O.S. § 1290.15 — persons exempt from training). The certificate must be dated within 3 years of application. Permitless carry requires no training.
Timeline & renewal
- Processing: OSBI has 60–90 days from application to issue or deny (21 O.S. § 1290.12(A)(13); OSBI application instructions).
- Validity: 5-year or 10-year licenses per the fee paid.
- Renewal: renew within 90 days before expiration or within 30 days after (21 O.S. § 1290.5(B)); if the license expired more than 30 days ago, reapply as a new applicant (OSBI FAQ). Renewal uses the same sheriff/OSBI process.
