Who can apply

Per A.R.S. § 13-3112(E) and the AZDPS eligibility page (as of 2026-10-13), an applicant must:

Step-by-step application process

Issuing authority: Arizona Department of Public Safety, Concealed Weapons Permit Unit (CWPU).

  1. Demonstrate competence with a firearm through one of the accepted credentials in A.R.S. § 13-3112(N) (course certificate, DD-214, hunter education, prior permit, etc.).
  2. Get fingerprinted: after submitting the online application, schedule electronic fingerprints at a FieldPrint kiosk — or submit two paper fingerprint cards from your local police department, sheriff's office, or a third-party provider (all boxes completed, cards unbent) (AZDPS FAQ; A.R.S. § 13-3112(F)).
  3. Apply online through the AZDPS Public Services Portal (azdpsccw.permitium.com) with photo ID (and proof of birth abroad if applicable), or deliver a paper application to CWPU at 2222 W. Encanto Blvd., Phoenix (A.R.S. § 13-3112(F); AZDPS FAQ).
  4. AZDPS completes the required qualification checks within 60 days of receiving the application and must issue the permit within 15 working days after completing the checks if you qualify (A.R.S. § 13-3112(H)). AZDPS advises allowing up to 75 days total.
  5. If denied, AZDPS states the reasons in writing within 15 working days; you have 20 days to submit additional documentation and may request a hearing (A.R.S. § 13-3112(H)).

Costs

Per the AZDPS concealed-weapons permit page and A.R.S. § 13-3112(F), (L), (P), as of 2026-10-13:

Training requirement

Arizona does not mandate a specific course for everyone — you must "demonstrate competence with a firearm" through any one of the following (A.R.S. § 13-3112(N)):

  1. Any firearms safety or training course available to the general public, offered by a law enforcement agency, junior college, college, or private/public institution, academy, organization, or firearms training school, that is AZDPS-approved or uses NRA-certified instructors.
  2. Any hunter education or hunter safety course approved by the Arizona Game and Fish Department (or a similar agency of another state).
  3. Any NRA firearms safety or training course.
  4. Any law enforcement firearms safety/training course for security guards, investigators, special deputies, or similar, approved by AZDPS.
  5. Military service documentation (per § 13-3112(N)(5): DD-214 with honorable/general discharge, certificate of completion of basic training, or other proof of service).
  6. A current or expired concealed weapon/firearm/handgun permit or license issued by another state (or a political subdivision of another state) that has a training or testing requirement for initial issuance (§ 13-3112(N)(6)).
